for this is that, on a recent occasion, Mr Bosman was

The existing Regulation (N:11) while requiring the holder of the Scholarship to obtain the approval of the Secretary of State before changing his -position, does not contain any intimation that the Secretary of State has power to change the Scholar's position without, or against his wishes.
